Rozanne M. Andersen is a 1983 graduate of the William Mitchell College of Law, St. Paul, Minn., and is the Executive Vice President & General Counsel for ACA International.
Now in her 23rd year of practice, Andersen is a member of the senior management team of ACA International and performs or directs all legal activities of ACA International and its subsidiaries. She is responsible for monitoring case decisions and legal developments that impact the credit and collection industry in all 50 states. She oversees and directs the legislative, regulatory and compliance activities of the association at both the federal and state level and serves as the legal advisor to the ACA Board of Directors, the ACA Executive Committee and the ACA Legal Defense Litigation Fund. She also serves as a member of the ACA International Foundation Board of Directors.
She is a nationally recognized speaker and published author on such topics as:
- The Fair Debt Collection Practices Act;
- The Fair Credit Reporting Act;
- Data Privacy;
- The outsourcing of government contracts and the collection of income taxes;
- The Gramm Leach Bliley Act;
- The Telephone Consumer Protection Act;
- The Health Insurance Portability and Accountability Act (HIPAA); and,
- Industry specific compliance requirements.
She has successfully represented the industry's perspective in each of these areas through her advocacy work in Washington D.C. In addition, Andersen supports ACA's legislative initiatives on both the State and Federal level. She has successfully written formal comments in advance of the implementation of the Gramm Leach Bliley Act, the 1996 amendments to the Fair Credit Reporting Act and the Privacy Standard released pursuant to the 1996 Health Insurance Portability and Accountability Act in December of 2000. Most recently she has been instrumental in achieving positive changes to collection and debt purchaser compliance and regulatory initiatives in Illinois, Ohio, Massachusetts, New York and Nevada.
Andersen was named by Minnesota Lawyer as Attorney of the Year for 2004 for excellence in providing in-house legal services. In a February 2007 cover story, Collections & Credit Risk magazine profiled Andersen as one of the "5 women you should know" who are having a positive impact on the collection and debt-buying industry.
Andersen is a Certified Association Executive, a certification offered to qualified individuals by the American Society Association of Executives. She is a member of the Association of Corporate Counsel, the Minnesota State Bar Association, the Hennepin County Bar Association and is licensed to practice law in the state of Minnesota. Now in her tenth year at ACA, she supervises a fifteen-member legal and government affairs department.
